Witnessing & commissioning

The final commissioning phase of an energy project should be carefully planned and executed to ensure that the required technical performance is achieved, which will allow the financial and business objectives to be met over long term operation.

We provide specialist commissioning services for low-carbon energy projects as an Independent Commissioning Management Organisation and/or as Commissioning Engineer during the final stages of project delivery. Our extensive commissioning experience also includes the review and re-commissioning of energy plant following remediation, for projects delivered by others.

Our commissioning services include: development of commissioning plans, Conducting system completeness reviews, undertaking performance and adequacy testing against performance standards, verification and documentation of field tests and observations, field installation verification, operation and functional performance tests, emissions measurement and certification, independent commissioning verification, BREEAM ‘Seasonal Commissioning’, review of operation & maintenance manuals, building energy log-books, issuing final commissioning reports, certification services for building regulations Part L2 and BREEAM.

We follow our structured commissioning and witnessing methodology to ensure every element of the completed installation is checked and approved to our specifications and those set by BSRIA, CIBSE guidance and HNTAS regulations, ensuring compliance with the latest industry requirements.

We issue detailed reports during and after commissioning which records all observations, recommendations and parameters for the handover of the completed plant.

Commissioning management

We work closely with contractors, installers, and clients to develop, review, and sign off comprehensive commissioning plans. Before any live activity begins, we carry out detailed pre-commissioning checks to ensure systems are complete, correctly installed, and ready for safe testing.

During commissioning, we coordinate all parties involved including network operators, building operators, and specialist equipment manufacturers to ensure the commissioning process is structured and controlled. We witness commissioning activities on site, oversee load testing, and verify system responsiveness under varying conditions, such as modulation of plant outputs and pump operation. We also check critical safety functions, including alarms and shutdown sequences, to ensure compliance, resilience and safe operation.

A key part of our service is validating data collection and metering systems. Accurate operational data is essential for demonstrating performance, supporting optimisation, and meeting regulatory requirements such as HNTAS. We ensure that data systems are correctly commissioned and capable of delivering reliable, reportable outputs from day one.

By providing independent oversight and technical assurance, we give clients confidence that their energy systems are fully commissioned, compliant, and operating as intended.

Performance acceptance testing

Our Performance Acceptance Testing services provide a fully documented and structured process leading up to practical completion. We have delivered acceptance testing and handover on hundreds of complex energy systems — from multi‑megawatt water‑source heat pumps to city‑wide heat networks developed and expanded over several years.

Our methodology ensures that every system is installed, commissioned, and performing in line with our design intent and contractual requirements before handover. This includes sectional acceptances, allowing staged verification as networks or plantrooms come online.

We support compliance with current and emerging regulatory frameworks, including the Heat Network Technical Assurance Scheme (HNTAS) and CP1 (2020). All documentation is managed through independent portals, ensuring secure, accessible records covering system balancing, equipment calibration, functional and performance testing, and operational data for future reference.

Defect management and resolution

Our Client’s Engineer role maintains close, continuous engagement with all project teams throughout both pre‑construction and construction stages. This proactive involvement ensures that any defects — whether functional or material — are identified early, clearly communicated, and efficiently resolved. By addressing issues at the point of emergence, we help avoid the escalation of minor concerns into major programme‑level challenges.

O&M Review

Clear, comprehensive Operations and Maintenance documentation is essential before transitioning into long‑term operation. We work closely with delivery teams to ensure that all drawings, schedules, user guides, control function descriptions, and control diagrams are fully developed and accessible, giving operational teams the information they need from day one.

Handover

Our involvement continues well beyond practical completion. We support seasonal commissioning to verify that systems perform effectively under varying load profiles and weather conditions. We also return post‑handover to review operational performance, identify optimisation opportunities, and help ensure long‑term reliability and efficiency of the installed systems.
